Gia Lai signs cooperation agreement for the period 2026-2030 with provinces in northeastern Cambodia.

(gialai.gov.vn) - On the afternoon of March 29th, at the Provincial Conference Center (Quy Nhon ward), the Gia Lai Provincial People's Committee signed a Memorandum of Understanding on cooperation with three northeastern Cambodian provinces: Preah Vihear, Ratanakiri, and Stung Treng. This is a significant event, marking a new stage in the cooperative relationship between the two localities, leading up to the 60th anniversary of the establishment of diplomatic relations between Vietnam and Cambodia (June 24, 1967 - June 24, 2027).

Conference Overview

Attending the conference was Ms. Touch Sopharath, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Cambodia to Vietnam.

From the three northeastern provinces of Cambodia were: Mr. Kim Rithy - Governor of Preah Vihear Province; Mr. Nhem Som Uon - Governor of Ratanakiri Province; Mr. Sor Soputra - Governor of Stung Treng Province; Deputy Governors; and leaders of departments and agencies.

From Gia Lai Province were: Mr. Thai Dai Ngoc - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Pham Anh Tuan - Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, leaders of the Vietnam Fatherland Front Committee of the province, the Provincial National Assembly Delegation; leaders of provincial departments, agencies, associations, and organizations; and leaders of relevant communes and wards.

The conference was also attended by representatives from training institutions and businesses in the province that have investment and trade cooperation with Cambodia.

The leaders of Gia Lai province and the provinces of Northeast Cambodia chaired the conference.

In line with the Vietnamese Party and State's policy of continuously consolidating and strengthening the relationship of "good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability" with Cambodia, Gia Lai province has made efforts to cultivate comprehensive cooperation with the three provinces of Northeast Cambodia over the past years.

The People's Committee of Gia Lai province and the Government Committee of Ratanakiri province signed the Minutes of the Conference on cooperation between the two provinces in 2021 and the direction of cooperation for the period 2022-2025; focusing on areas such as delegation exchanges, trade, investment, transportation, defense, and border security. In addition, the province also closely coordinated with the two provinces of Preah Vihear and Stung Treng to promptly implement cooperation contents as directed by the leaders of the two countries.

Vice Chairman of the Provincial People's Committee Nguyen Thi Thanh Lich reported on the results of cooperation between Gia Lai province and the northeastern provinces of Cambodia during the 2021-2025 period and the direction and tasks for the 2026-2030 period.

Regular exchanges of delegations have been maintained, contributing to consolidating political trust, strengthening friendly relations, and creating a favorable foundation for implementing other cooperation contents.

Economic and trade cooperation continues to flourish; import and export activities through the Le Thanh - OYadav international border gate maintain stable growth; many Gia Lai businesses have invested in neighboring provinces with large-scale projects, contributing to promoting economic development, creating jobs, and improving the lives of people on both sides.

In addition, cultural exchanges, people-to-people diplomacy, and cooperation between sectors and localities are regularly maintained, contributing to increased understanding, strengthening solidarity, friendship, and mutual trust.

In particular, the search, collection, and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Cambodia have always received effective coordination and support from the government and people of the three northeastern provinces of Cambodia.

Building on the achievements already made, in the period 2026-2030, Gia Lai province and the northeastern provinces of Cambodia aim to promote deeper, more practical, and more effective cooperation in key areas: economy, investment, industry, trade, transportation, agriculture and water resources, culture, sports, tourism, education and training, health, science and technology; contributing to socio-economic development, maintaining national defense and security, and strengthening the solidarity and friendship between Vietnam and Cambodia.

At the conference, the Governors of Preah Vihear, Ratanakiri, and Stung Treng provinces congratulated Gia Lai province on its outstanding achievements in recent years. The leaders of the northeastern Cambodian provinces highly appreciated the positive results of cooperation between their localities and Gia Lai province in the past.

They expressed their desire to strengthen and expand cooperative relations with Gia Lai province in all fields; and committed to vigorously implementing the contents of the Memorandum of Understanding on cooperation for the period 2026-2030 to further consolidate and promote the solidarity, friendship, cooperation, and development along the border between the two countries.

In particular, the Governors of Preah Vihear, Ratanakiri, and Stung Treng provinces expressed their gratitude for the support of Vietnamese volunteer soldiers and experts who helped liberate Cambodia from the Pol Pot genocidal regime; and wished that the solidarity and friendship between Cambodia and Vietnam in general, and between their localities in particular, would forever flourish and endure.

Ms. Touch Sopharath, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Cambodia to Vietnam, thanked the leaders of Gia Lai province for their warm welcome; and congratulated them on the successful opening of the National Tourism Year 2026, which took place last night (March 29) in the province.

The Ambassador highly appreciated the efforts and results of cooperation achieved between Gia Lai province and the northeastern provinces of Cambodia in the past; and expressed her hope that in the future, both sides will pay attention to and focus on effectively implementing the signed agreements.

On behalf of the embassy, ​​Ms. Touch Sopharath pledged to create favorable conditions and provide active support to ensure that the relationship between the northeastern provinces of Cambodia and Gia Lai province continues to develop, be sustainable, and prosperous.

Speaking at the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: Vietnam and Cambodia have a long-standing tradition of friendly neighborly relations, solidarity, and close ties. This good relationship has been diligently nurtured by generations of leaders and people of both countries, becoming a valuable asset that has made a significant contribution to the national liberation struggle in the past as well as the national construction and development of each country today.

Chairman Pham Anh Tuan stated: Gia Lai province, with its broader development space after the merger, along with the advantages of connecting the Central Highlands with the Central Coast, between international border gates and seaports, logistics services, and strategic transportation routes, has many favorable conditions to expand cooperation with localities in Northeast Cambodia. This is an important basis for both sides to continue to effectively exploit the potential and advantages of each locality, supporting each other to develop faster and more sustainably in the future.

Speaking at the conference, Provincial Party Secretary Thai Dai Ngoc emphasized that, in the context of the continuing complex and unpredictable developments in the region and the world, immediately after this conference, the relevant agencies and units of all parties need to urgently concretize the signed contents into annual cooperation programs and plans, clearly defining the focal points, content, progress, and responsibilities for implementation.

In the immediate future, it is necessary to focus on promoting cooperation in trade, investment, and import-export through the Le Thanh - O Yadav international border gate, linked with the development of logistics infrastructure; strengthening coordination in border management and protection, preventing and combating various types of crimes, maintaining political security and social order in the border area; and expanding cooperation in the fields of agriculture, health, education, and human resource training. At the same time, we will continue to promote cultural exchanges, people-to-people diplomacy, and effective coordination in the search, collection, and repatriation of the remains of fallen soldiers.

Provincial Party Secretary Thai Dai Nhoc expressed confidence that, with high political determination and close coordination, the cooperative relationship between Gia Lai province and the three northeastern provinces of Cambodia will become increasingly profound, substantive, and effective.
