The first session of the 13th Provincial People's Council, term 2026-2031, concluded successfully.

85 Provincial People's Council Delegates Inaugurated
Under the leadership of the Central Government, the direct guidance of the Provincial Party Committee and the Provincial Election Committee, along with the thorough preparation of agencies and units and the active participation of voters, the election of National Assembly delegates for the 16th term and People's Council delegates at all levels in the province was successfully held.
The voter turnout rate in the province reached 99.84%. The province elected 16 National Assembly delegates, 85 Provincial People's Council delegates, and 2,965 commune-level People's Council delegates, all of whom are exemplary individuals representing the will and aspirations of the voters and people in the province. This result reflects the trust and expectations of voters in the elected delegates, and affirms the sense of responsibility and the people's right to self-governance in building local government. The session also presented certificates to the 85 delegates elected to the 13th term of the Provincial People's Council.

At the ceremony, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee Thai Dai Ngoc warmly congratulated the 85 delegates who were elected by voters throughout the province to the 13th Provincial People's Council for the 2026-2031 term. The Secretary of the Provincial Party Committee hoped that the delegates would continue to cultivate their political acumen, improve their skills, abilities, and sense of responsibility, and fulfill their role as elected representatives, worthy of the trust and expectations of the voters and the people.

In order to achieve the target of an average annual GRDP growth rate of 10-10.5% in the 2025-2030 period, and to build Gia Lai into a relatively developed province in the country, Provincial Party Secretary Thai Dai Ngoc proposed that the Provincial People's Council continue to innovate and improve the quality of its sessions; fully promote its role as a state power organ at the local level. Focus on reviewing and perfecting mechanisms and policies; issue resolutions that are practical, within the authority, highly feasible, and create a favorable legal framework for development. Prioritize breakthrough mechanisms and policies in attracting investment, developing infrastructure, digital transformation, science and technology, innovation, developing disadvantaged areas, and improving people's lives.

Specifically, at this session, the Provincial Party Secretary requested that the delegates of the Provincial People's Council fully utilize collective intelligence, solidarity, democracy, and responsibility; wisely select truly outstanding officials in terms of character, ability, and prestige to elect to key leadership positions in the Provincial People's Council and the Provincial People's Committee, ensuring that the provincial government apparatus operates steadily and effectively, meeting the requirements of the new period.
The Provincial People's Committee needs to focus on decisively and comprehensively directing solutions to improve the quality of growth, restructure the economy associated with innovation in the growth model; promote digital transformation, develop the digital economy, green economy, and circular economy; significantly improve the investment and business environment; enhance competitiveness; manage and utilize resources effectively, protect the environment, and aim for sustainable development.

At the same time, the province will continue to reorganize and streamline the administrative apparatus, public service units, and the staff at all levels towards a lean, effective, and efficient structure; paying attention to training and improving the management and operational capacity and public service skills of cadres, civil servants, and public employees, especially the leadership and management staff, after the consolidation of positions for the 2026-2031 term.
At the session, the Provincial People's Council elected the key positions of the Provincial People's Council, including: the Chairman, the Vice-Chairmen of the Provincial People's Council, and the heads of the committees of the Provincial People's Council.

Accordingly, Comrade Rah Lan Chung – Chairman of the 12th Provincial People's Council – was re-elected as Chairman of the 13th Provincial People's Council for the 2026-2031 term with 100% of the votes; Comrades Truong Van Dat and Huynh Thuy Van were elected as Vice Chairmen of the 13th Provincial People's Council for the 2026-2031 term. The heads of the committees of the 13th Provincial People's Council include: Comrade Dinh Ly An - Head of the Legal Affairs Committee of the 13th Provincial People's Council; Comrade Huynh Thi Ngoc Ha - Head of the Culture and Social Affairs Committee of the 13th Provincial People's Council; Comrade Pham Tan Thanh - Head of the Economic and Budget Committee of the 13th Provincial People's Council; and Comrade Doan Vu Hung - Deputy Head of the Ethnic Affairs Committee of the 13th Provincial People's Council.

The comrade affirmed that, with the position and responsibilities entrusted to them, the Provincial People's Council will inherit the work and achievements of previous terms; dedicate all its abilities, intellect, and passion to serving the people, worthy of being elected representatives, and strive to successfully fulfill the tasks of the Provincial People's Council; enhance its sense of responsibility to the Party and the people, and strictly and fully implement the duties and powers stipulated by law.
In addition, they will continue to innovate working methods and styles, and effectively carry out their functions, duties, and powers as prescribed. They will continue to maintain and promote the tradition of unity; and are determined to effectively implement the policies and guidelines of the Party and the State, as well as the goals and tasks set forth by the Provincial People's Council. At the same time, focus on strengthening supervisory activities to ensure that each policy and resolution of the Provincial People's Council is closely aligned with reality and in line with the people's will. Strive to make the Provincial People's Council increasingly worthy of its role as the representative body for the will, aspirations, and legitimate rights of the people.

The session also proceeded to elect the Chairman, Vice-Chairmen, and Members of the Provincial People's Committee for the 2026-2031 term.
Comrade Pham Anh Tuan – Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee for the 2021-2026 term – was re-elected as Chairman of the Provincial People's Committee for the 2026-2031 term with 100% of the votes. Comrades Nguyen Tuan Thanh, Nguyen Tu Cong Hoang, Lam Hai Giang, Nguyen Thi Thanh Lich, Duong Mah Tiep, and Nguyen Huu Que were re-elected as Vice-Chairmen of the Provincial People's Committee for the 2026-2031 term. The Provincial People's Committee members consist of 16 comrades, including heads of specialized agencies under the Provincial People's Committee, the Member in charge of Public Security, and the Member in charge of Military Affairs.

In his acceptance speech, Chairman of the Provincial People's Committee Pham Anh Tuan expressed that being re-elected by the Provincial People's Council to continue serving as Chairman of the Gia Lai Provincial People's Committee is both an honor and a heavy responsibility before the Party Committee, the government, and the people of the province. He sees this as a continuation of responsibility, and also as a driving force and a compelling requirement to work together with the Provincial People's Committee to act more decisively and effectively, meeting the requirements for rapid and sustainable development of the province in the coming time.
In the coming time, the Chairman of the Provincial People's Committee and the Provincial People's Committee will continue to build on the achievements already made, while strongly innovating the methods of leadership and management towards a more decisive and effective approach, using tangible results as the measure.
In particular, the focus will be on achieving double-digit economic growth, considering this as the central and overarching task; ensuring rapid growth is linked to sustainable development. Establish a system of specific key performance indicators (KPIs) and performance metrics, assigning responsibility to the head of the organization; conduct periodic, public, and transparent evaluations; have clear mechanisms for inspection, supervision, rewards, and disciplinary actions, using performance results as the primary measure.

Along with that, we will accelerate institutional and administrative reforms and improve the quality of the investment and business environment; simplify procedures and shorten processing times; and use the satisfaction of businesses and citizens as a measure to evaluate the effectiveness of the administrative apparatus.
We will strongly promote science and technology, innovation, and digital transformation as the main drivers of growth; prioritize the development of the digital economy and digital society; and promote the application of technology in state management, production, and daily life. We will build a service-oriented, modern government that operates based on data and results; accelerate digital transformation in management activities; and improve the effectiveness and efficiency of public administration.

Along with that, develop infrastructure comprehensively, especially transportation, logistics, and digital infrastructure; focus on addressing bottlenecks, prioritizing projects with high spillover effects; promote effective regional linkages, creating new development spaces. Build a team of capable officials who dare to think, dare to act, and dare to take responsibility for the common good.
Ensure social security, comprehensively develop all cultural fields, improve the material and spiritual lives of the people; maintain national defense, security, and political and social stability. Continue to attract selective investment, prioritizing high-tech projects, high added value, and environmentally friendly projects; support small and medium-sized enterprises and business households to develop sustainably, enhance competitiveness, and participate in value chains.
The session also elected 35 people's assessors for the Provincial People's Court and 442 people's assessors for the People's Courts of the regions; and considered and approved a resolution on the plan for organizing regular sessions in 2026.

In his closing remarks, Chairman of the Provincial People's Council Rah Lan Chung emphasized: With intertwined opportunities and challenges, over the next five years, the Provincial People's Council must not only fulfill its role as a local state power organ but also implement policies and resolutions; improve the quality of monitoring and supervision of policy implementation; and ensure that every decision stems from the interests of the people.
Therefore, delegates need to closely follow the dynamic realities of the reform process, be closer to voters and the people, be more deeply involved at the grassroots level, and promptly bring the legitimate opinions and recommendations of the people to the assembly for discussion and resolution.
The Chairman of the Provincial People's Council requested that, after this session, the provincial People's Council delegates should immediately begin their work, effectively implementing the action program reported to the voters, coordinating closely, adhering to regulations, and boldly contributing their opinions in a constructive spirit. The immediate priority is to proactively prepare the content for the next sessions of the Provincial People's Council, especially the mid-year regular session scheduled for early July 2026.
With determination, decisiveness, and effectiveness, the Chairman of the Provincial People's Council called on all cadres, soldiers, voters, and people in the province to continue to uphold the tradition of unity, work together, overcome difficulties, enthusiastically compete in labor and production, and successfully achieve the goals and tasks of 2026.
