Chairman of the Provincial People's Committee Pham Anh Tuan works with To Thuong Group.

(gialai.gov.vn) - On the morning of May 15th, at the Provincial People's Committee headquarters, Mr. Pham Anh Tuan - Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee - held a working meeting with Mr. Nghiem Gioi Hoa - Founder of the To Thuong Group (China) - to explore investment opportunities in Gia Lai province in the infrastructure sector.

Also attending the meeting were representatives from the Departments of Construction, Finance, Foreign Affairs, Agriculture and Environment; representatives from the Economic Zone Management Board; the Provincial Transport and Civil Engineering Project Management Board; and representatives from the Provincial People's Committee Office.

Overview of the working session

During the working session, Mr. Nghiem Gioi Hoa stated that To Thuong Group has signed investment cooperation agreements with several localities in Vietnam and is currently promoting plans to establish a construction company headquartered in the country. Following a field survey in Gia Lai province, To Thuong Group expressed its desire to invest in several large-scale infrastructure projects in the province.

Mr. Nghiem Gioi Hoa - Founder of To Thuong Group, introduced the FEPCO investment cooperation model.

Regarding the investment cooperation model, To Thuong Group proposed implementing projects under the FEPCO investment cooperation model. This model has many outstanding advantages and is being successfully applied in China. Under this model, the contractor will provide a complete solution, from capital mobilization, technical design, equipment procurement to construction, supervision, handover of the completed project, and responsibility for maintenance and upkeep after the project is operational.

To Thuong Group hopes to receive the support of the Gia Lai provincial leadership and relevant departments and agencies to implement projects under this model. The Group commits to preparing sufficient resources and shortening the completion time by up to 50% compared to the initial estimate. According to the corporation's representative, bringing the projects into operation early will help the locality optimize investment costs, increase budget revenue, reduce traffic congestion, limit pollution, and gain satisfaction from the people.

Chairman of the Provincial People's Committee Pham Anh Tuan highly appreciated the capacity and experience of To Thuong Group in the field of infrastructure.

Speaking at the meeting, Chairman Pham Anh Tuan welcomed To Thuong Group's visit to survey and propose projects in Gia Lai, and highly appreciated the scale, capacity, and experience of the Group in the field of infrastructure investment.

The Chairman of the Provincial People's Committee stated that, in this period, Gia Lai is focusing investment on "major problems" in transportation, irrigation, and urban infrastructure, including projects connecting transportation, water reservoir systems serving production, and wastewater drainage networks. The province is reviewing existing projects to allocate appropriate capital; for projects requiring large resources, the locality will directly introduce them to investors with potential and experience to promote socio-economic development.

Appreciating the advantages of the FEPCO model, Chairman Pham Anh Tuan suggested that To Thuong Group propose it to the Vietnamese Government for consideration and approval, in order to create a legal basis and facilitate the implementation process. The provincial leader also assigned relevant departments and agencies to support and closely coordinate with the Group, continuing to exchange and research cooperation opportunities in the future.
